Prohibits electric utilities from installing new power connections unless they obtain written, notarized authorization from the property owner or authorized agent of record.

Prohibits electric utilities from transferring account or service associated with a power connection unless they obtain written, notarized authorization from the current occupant of the premises.

Requires that if the occupant is not the property owner, the written authorization must describe the nature of the occupant's tenancy (rental agreement, sublease, or assignment).

Exempts account or service restarts in the same name following disconnection for non-payment from the authorization requirement.
