Requires appropriations to the Public Charter School Commission be apportioned to other authorizers based on the number of students under each entity's authority

Mandates all authorizers follow nationally recognized principles and standards for charter authorizing in areas including organizational capacity, application evaluation, performance contracting, oversight, and renewal decision-making

Requires all authorizers to establish a nine-member committee subject to the same governance requirements as the Public Charter School Commission, including meeting minimum qualifications and serving staggered three-year terms

Specifies that authorizer committees must be subject to Hawaii's open meetings law (Chapter 92) and have the same mission as the state commission

Effective date is July 1, 2017
