Establishes a Mark Licensing Agreement Program within the Department of Education to allow the department and individual schools to license their trademarks and service marks.

Authorizes the Department of Education to engage in commercial enterprises related to its primary purposes, including sponsorship of performances, sale of goods produced by programs or schools, and production of goods bearing department or school marks.

Allows the department to register trademarks and service marks with the Department of Commerce and Consumer Affairs for the department or individual department schools.

Requires the department to adopt administrative rules addressing application processes, licensee standards, product quality, fee assessment and collection, fee disposition, appeals processes, and procedures to revoke or suspend licensing agreements.

Takes effect on July 1, 2017.
