Requires the legislative reference bureau to study the feasibility of converting Hawaii's employer-union health benefits trust fund from a fully insured model to a self-insured or partially self-insured model.

Study must analyze historical census data, health benefit premiums, contributions, plan documents, claims information, and examine risks including uncontrolled utilization and catastrophic claims events.

Study must evaluate potential cost savings from administrative efficiencies, federal tax and fee elimination, investment returns on reserves, and changes to provider reimbursement and care management practices.

Legislative reference bureau may contract with outside entities to assist with the study and must submit findings and recommendations to the legislature no later than twenty days before the 2018 regular session.

Appropriates unspecified funds from general revenues for fiscal year 2017-2018 to conduct the study, with the Act taking effect on July 1, 2030.
