Requires the Department of Agriculture, in cooperation with the Governor's office, to develop a strategic plan identifying benchmarks for increased food production and exports by 2020.

Strategic plan must establish quantitatively and qualitatively measurable benchmarks and metrics for doubling local food production and exports, identifying crops and land suitable for local production to replace imports, and guidance for land acquisition and agricultural infrastructure decisions.

Plan must address the identification of food crops that can be grown locally, lands available for food crop production and livestock raising, development of value-added products, and implications of the Food Safety Modernization Act on local agriculture.

Department of Agriculture must submit the completed strategic plan to the legislature no later than twenty days before the 2018 regular legislative session for purposes of codifying the plan and benchmarks into law.

Act takes effect upon approval.
