Authorizes the Department of Commerce and Consumer Affairs to issue citations to beauty industry licensees and permittees for specified violations of Hawaii Revised Statutes Chapter 439 and related administrative rules.

Covers seven types of violations including failure to display licenses, allowing unlicensed persons to practice cosmetology, failure to display price lists and signage, and improper instructor-to-student ratios in beauty schools.

Establishes citation requirements including written description of the violation, order of abatement, and fines of up to $100 per violation, with citations served by personal service.

Provides licensees and permittees the right to request a hearing before the board within 20 calendar days to contest the citation, conducted in accordance with Hawaii Revised Statutes Chapter 91.

Citations become final orders if the licensee or permittee does not timely request a hearing, and failure to pay assessed fines within 30 days may result in further disciplinary action by the board.
