Creates two new sections requiring common carriers and contract carriers by motor vehicle to file tariffs with the Public Utilities Commission showing all services offered and associated rates, fares, and charges.

Requires contract carriers to publish and make tariffs available for public inspection, and allows the Commission to suspend tariff changes for up to 30 days upon receiving complaints about service adequacy or unreasonable rates.

Amends the definition of "rates" to specify that when transportation is bundled with tour packaging or event organizing services, only the transportation component is considered a "rate" subject to regulation.

Repeals existing detailed statutory provisions (sections 271-20 and 271-21) that previously governed tariff requirements and rate-setting for motor carriers, replacing them with streamlined filing requirements.

Takes effect upon approval.
