Establishes the invasive species rapid response special fund administered by the council to provide resources for rapidly responding to newly detected invasive species threats in Hawaii.

Allows the council to request the governor declare an invasive species emergency if newly detected invasive species pose substantial threats to agriculture, commerce, economy, environment, or public health.

Upon gubernatorial declaration of an invasive species emergency, the council may expend funds from the special fund without legislative approval and without regard to procurement and budget chapters (36, 37, 89, and 103D).

Requires the council to account for all expenditures from the fund and report that information annually to the legislature.

Appropriates unspecified sums from general revenues for fiscal years 2017-2018 and 2018-2019 into the special fund, to be expended by the Department of Land and Natural Resources.
