Grants the Office of Hawaiian Affairs a right of first refusal to purchase any public lands classified as "remnants" under Hawaii Revised Statutes section 171-52 before such lands can be sold to other parties.

Requires remnant lands to be offered to the Office of Hawaiian Affairs at a reasonable price based on appraised value for a reasonable period of time before being offered to abutting landowners or other entities.

Allows abutting landowners to be offered easement rights across purchased remnants at a reasonable price if their property access requires crossing the remnant, with the purchase price adjusted accordingly.

Maintains existing procedures for disposition to abutting owners only if the Office of Hawaiian Affairs declines to purchase, including competitive bidding among multiple interested abutting owners and subdivision requirements.

Addresses concerns about disposition of public and ceded lands without legislative oversight by creating an additional safeguard through the Office of Hawaiian Affairs' trust responsibility to Native Hawaiians.
