Establishes a Center for Commercialization within the University of Hawaii's Office of the Vice President for Research and Innovation to commercialize intellectual property from university research.

Appoints a director to oversee the center's activities, selected by the vice president for research and innovation.

Requires the director to submit annual reports to the legislature from 2018 through 2021 detailing existing resources, policies, organizational structure, best practices, costs, funding sources, and legal impediments related to the center.

Appropriates an unspecified sum from general revenues for fiscal years 2017-2018 and 2018-2019 to establish and implement the center.

Takes effect on July 1, 2050.
