Establishes a high technology shared equipment program within the High Technology Development Corporation to provide technology companies access to high-tech equipment at low cost.

Authorizes the Corporation to facilitate a network where companies can share their own equipment with other companies, with rates and terms negotiated between parties and optional Corporation facilitation fees.

Allows the Corporation to purchase or accept high technology equipment and rent it to companies for a fee.

Permits the Corporation to dispose of equipment through sale or other means with board approval.

Appropriates unspecified sums from general revenues to the high technology special fund for fiscal years 2017-2018 and 2018-2019, with additional appropriations from that fund for program implementation and administration.
