Establishes a commission on gaming to conduct an independent analysis of whether gaming should be legalized in Hawaii and determine the most appropriate forms if feasible.

Requires the commission to assess economic and social costs and benefits of various gaming types including lottery, casino, slots, table games, horse and dog racing, sports betting, bingo, and internet gaming.

Commission membership includes the director of business, economic development, and tourism, one senator, one representative, a gaming expert, a community or faith-based organization representative, and at least two additional members with preference for a police officer representative and someone with gaming impact experience.

Requires a preliminary report to the governor and legislature twenty days before the 2018 regular legislative session and a final report twenty days before the 2019 regular legislative session.

Appropriates general revenue funds for fiscal year 2017-2018 to conduct the analysis and contracts for services, with the commission administratively attached to the office of the auditor and dissolved on December 31, 2018.
