Prohibits charter schools from paying teacher incentive bonuses, National Board certification bonuses, and other legally-required compensation from their per-pupil funding or facilities funding.

Requires teacher incentive bonuses and compensation beyond regular wages to be funded as separate line items in the general appropriations act and supplemental appropriations act beginning in fiscal year 2018-2019.

Appropriates funds from general revenues for fiscal year 2017-2018 to cover charter school teacher bonuses for hard-to-fill school placements and National Board certification incentives (amount not specified in bill text).

Directs the state public charter school commission to distribute appropriated funds for these teacher bonus programs.

Effective date is July 1, 2050.
