Establishes a $150 fine for unauthorized use of high occupancy vehicle (HOV) lanes, classified as a traffic infraction, with revenues deposited into the state highway fund.

Allows motorcycles to use any HOV lane regardless of occupant count.

Permits vehicles authorized by state rules to use HOV lanes when determined to enhance public safety and improve traffic conditions.

Requires HOV lane signs and traffic control devices to clearly display occupancy requirements and hours of operation, with specified hours for contraflow lanes corresponding to when lanes are coned for HOV use.

Exempts violations of HOV lane rules from general traffic violation penalties in §291C-227, instead subjecting violators only to the specific $150 fine established in §291C-222(c); effective July 1, 2050.
