Amends Hawaii Revised Statutes Section 141-33 to remove the January 1 to April 1 application window for industrial hemp cultivation licenses, allowing applicants to submit applications at any time during the year they plan to grow industrial hemp.

Removes the provision that denies applications received after April 1 of any year, eliminating the seasonal restriction on license applications.

Maintains all existing application requirements including cultivar information, seed sourcing, acreage details, GPS coordinates, land ownership documentation, storage location details, and applicant acknowledgments.

Responds to concerns that the three-month application window prevented growers from taking advantage of Hawaii's climate, which allows three industrial hemp crop cycles per year.

Takes effect upon approval of the Act.
