Requires all new public accommodations constructed or substantially modified after June 30, 2017 to provide baby diaper-changing stations equally accessible to men and women.

New establishments must provide at least one diaper-changing accommodation accessible to women and one to men on each floor with public restrooms, or a single unisex accommodation.

Defines "substantially modified" to include reconstruction or renovation requiring over 50% of gross floor area, costing at least $50,000, or restroom renovation costing at least $10,000.

Provides hardship exemption if no reasonable physical option exists or compliance costs exceed 10% of the building construction or modification cost.

Classifies violations as unlawful discriminatory practices subject to private lawsuits in district court with possible awards of injunctive relief, reasonable attorney's fees, court costs, and $100 in damages.
