Removes the January 1 to April 1 application deadline for industrial hemp licenses, allowing applications to be submitted at any time during the year in which the applicant plans to grow industrial hemp.

Eliminates the requirement for licensees to submit a movement permit application two business days before transporting industrial hemp grain or plant material from the permitted location.

Simplifies security measure requirements by removing specific mandates for case-hardened locks, chains, marked equipment, gates, barricades, and "No Trespassing" signs, replacing them with more flexible "reasonable security measures" language.

Removes the requirement to use physical barriers such as hoop houses or row covers to isolate industrial hemp from other plants, though separation distances from other plants remain required.

Requires licensees to submit reports as required by the board, including notification of changes to purchase agreements or disposition statements within ten days.
