Authorizes the director of human services to designate "housing innovation zones" on private property for homeless shelter, with property owner consent and an agreement that the property's primary use shall be shelter for homeless individuals or families.

Exempts designated housing innovation zones from all state building codes and infrastructure regulations, including the Hawaii state building code, fire codes, energy conservation codes, residential codes, and sidewalk codes, while maintaining plumbing and electrical code requirements for water and electrical service.

Requires the director of human services to conduct administrative inspections of designated housing innovation zones to ensure they are reasonably safe for public use.

Classifies housing innovation zone owners as "donors" and the zones as "facilities for the homeless" under existing liability exception provisions in section 346-363.

Takes effect upon approval.
