Establishes the Hawaii college service corps program within the University of Hawaii system to encourage recent high school graduates to participate in service programs through tuition waivers and college credit.

Provides four semesters of tuition waivers for each full year of successful participation in a qualifying college service corps program, with a maximum of eight semesters total.

Awards one credit hour per month of successful participation, up to a maximum of 24 credit hours, applicable toward associate's or bachelor's degrees at University of Hawaii schools.

Requires the University of Hawaii to publish a list of qualifying college service corps programs by July 1, 2018, after consulting with the Department of Land and Natural Resources, Department of Education, and other government entities regarding feasible assignments and positions.

Allows the University of Hawaii to seek private donations to offset the costs of providing tuition waivers under the program.
