Requires electrical contractors, pole and line contractors, high voltage electrical contractors, and electronic systems contractors to possess either a journey worker electrician license or an electrical engineering degree from an accredited college, effective July 1, 2017.

Electronic systems contractors must hold a journey worker specialty electrician license or an electrical engineering degree from an accredited college, effective July 1, 2017.

Amends existing contractor licensing requirements to include these minimum qualifications as conditions for maintaining active licenses.

Permits general contractors to continue performing customary duct or conduit work as part of site preparation without triggering these licensing requirements.

Effective date of July 1, 2050 (note: original effective date in bill text was July 1, 2017, but Section 6 sets implementation for July 1, 2050).
