Adds new provisions to Chapter 89 (Hawaii Labor Relations Board), Chapter 377 (Public Collective Bargaining), and Chapter 396 (Occupational Safety and Health Appeals Board) regarding decisions and orders procedures.

Allows boards to require the prevailing party in a hearing to submit proposed findings of fact and conclusions of law within 14 days, with opposing parties having 7 days to submit objections and alternative proposed findings.

Permits boards to order any party to submit proposed findings of fact and conclusions of law if the board does not indicate which party has prevailed after testimony concludes.

Authorizes boards to order one or more parties to submit draft decisions on motions or legal issues within 14 days, with opposing parties having 7 days to submit comments; failure to comment does not waive appeal rights.

Takes effect upon approval.
