HB 991 Summary

• Creates a new requirement for boards to file board packets in their office for public inspection at the time packets are distributed to board members and provide reasonably prompt public access upon request.

• Requires boards to post meeting notices, emergency agendas, and cancellation notices on an electronic calendar maintained by the State or appropriate county no less than six calendar days before meetings.

• Modifies meeting minute requirements to make minutes available to the public by posting on the board's website or appropriate state/county website within thirty days after the meeting.

• Allows any person to record board meetings by any means of reproduction, removing prior language limiting recordings to tape recorders or sonic reproduction.

• Establishes a board packet working group to research current disclosure requirements, identify public concerns, and develop proposals for board packet disclosure standards, with recommendations due to the legislature by 20 days prior to the 2018 regular session.
