Authorizes the Hawaii Department of Transportation director to designate existing state highways and roads as toll roads and impose toll charges, provided a toll-free alternative route remains available.

Allows the department to enter into agreements with private entities to construct toll roads or lease toll roads to private operators, with the state retaining ownership.

Requires private entities to use toll revenues for capital costs, operations, maintenance, law enforcement services, and a reasonable return on investment.

Mandates the director conduct a feasibility study before approving any toll road that examines placement, costs, funding sources, applicable laws, and whether elevated toll roads are appropriate.

Requires public hearings with at least 15 days advance notice and public inspection of any private entity agreements before final approval.
