Amends Hawaii Revised Statutes Section 444-8 to require the Contractors License Board to adopt rules defining "incidental and supplemental to the performance of work" for specialty contractors.

Establishes that the definition shall limit incidental work in unlicensed crafts or trades to no more than 25 percent of all work performed under a single contract.

Allows specialty contractors to perform work in multiple crafts or trades when work outside their licensed field is incidental and supplemental to their primary licensed work.

Requires the board to adopt these definitional rules pursuant to Chapter 91 of Hawaii Revised Statutes.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
