Amends Hawaii Revised Statutes section 102-2 to allow airport concession contracts to be awarded through negotiation rather than requiring sealed bids based solely on highest monetary offer.

Removes specific limitations that previously restricted only electronic communication services and advertising concessions from public bidding requirements, expanding exemption to cover all types of airport operations.

Clarifies that the 15-year maximum term for concession grants can include any remaining term plus agreed extensions, providing flexibility for long-term arrangements.

Grants the Department of Transportation permanent authority to negotiate concession contracts and other arrangements to improve service quality, generate additional revenue, and better serve travelers at Hawaii airports.

Takes effect July 1, 2017 and applies to existing concessions and arrangements.
