Raises concerns that the unit is being administered contrary to original statutory intent, including arbitrary case closures when initial evaluation reports are not submitted within 45 days due to factors beyond counselors' control.

Identifies specific issues including rejection of mutually agreed-upon vocational rehabilitation plans (such as heavy equipment training) and punitive treatment of vocational counselors.

Alleges intimidating references to certification revocation authority under Hawaii Administrative Rules may constitute retaliation against counselors' First Amendment rights and professional judgment.

Requires the report to include findings and recommendations from the Workers' Compensation Working Group previously established by HCR No. 168.
