Request the State Auditor to conduct a comprehensive management audit of the Public Utilities Commission, including review of utility legislation, PUC policies and procedures, staffing and technical support capabilities, and effectiveness in handling energy and utility issues.

Prior audits in 1975, 1989, and 2004 found persistent deficiencies in the PUC's staffing, management, planning, and ability to balance utility customer needs with regulated companies' rate of return.

Include examination of the Division of Consumer Advocacy's role in regulatory responsibilities under PUC jurisdiction.

Require the PUC and Division of Consumer Advocacy to cooperate with the Auditor during the audit process.

Direct the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
