Requests the Office of Elections to convene a task force to study and develop automatic voter registration in Hawaii, with the first meeting required no later than July 1, 2017.

Task force shall review data systems used by the Department of Transportation and counties, examine federal and state voter registration laws (including the Help America Vote Act of 2002 and National Voter Registration Act of 1993), and determine feasibility and cost savings of implementing automatic registration.

Task force membership includes representatives from the Office of Elections, Office of Hawaiian Affairs, county clerk offices, Department of Transportation, the Senate President, Speaker of the House, and the Governor, with all members required to be registered voters.

Task force shall propose legislation for automatic voter registration and automatic permanent absentee voter registration upon driver's license application or renewal.

Task force must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session and shall cease to exist upon adjournment of that session.
