Urges development of a Hawaii Green Fuels Initiative integrating dedicated food and biofuel feedstock production to achieve goals of food and fuel sustainability and security.

Notes Hawaii spent $5.7 billion on imported oil in 2015, with up to 70 percent of each barrel dedicated to transportation fuels, and displacing 5 percent with renewable fuel could significantly improve energy security and economy.

Supports coupling increased food production with biofuel feedstock production to provide additional farmer revenue, reduce local food production costs, and create storage, processing, and conversion refinery plants.

References Hawaii's commitment to 100 percent renewable energy by 2045, Act 202's renewable fuels production tax credits, and existing federal initiatives including the Commercial Aviation Alternative Fuel Initiative.

Directs transmission of certified copies to the Governor, state department heads, University of Hawaii, and agricultural organizations including the Hawaii Farmers Union United and Hawaii Farm Bureau.
