Department of Health requested to convene a task force to examine issues related to state-licensed and state-certified care homes, including funding, compensation, licensing, monitoring, and regulatory matters.

Task force membership includes the Directors of Health and Human Services (serving as co-chairs), Director of the Executive Office on Aging, representatives from disability advocacy organizations, and representatives from residential care providers including adult residential care homes, expanded adult residential care homes, community care foster family homes, and adult foster homes.

Task force is exempt from Chapter 84, Hawaii Revised Statutes (open meetings law).

Task force required to submit report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the Regular Session of 2018.

Resolution cites growing aging population projections, with those aged 65 and over expected to nearly double from 43.1 million in 2012 to 83.7 million by 2050.
