Declares Hawaii a ho'okipa (welcoming) state, affirming traditional Hawaiian values of hospitality and the state's commitment to diversity and inclusion.

Requests local law enforcement agencies to decline participation in federal immigration enforcement programs, including section 287(g) of the Immigration and Nationality Act partnerships with U.S. Immigration and Customs Enforcement (ICE).

Directs the state and its political subdivisions not to expend funds on agreements with federal immigration agencies or collaborate with ICE in deportation activities involving individuals without violent crime convictions.

Asserts state sovereignty under the Tenth Amendment, arguing that immigration enforcement is a federal function and that local resources should not be diverted from providing health care, housing, education, and social services.

Requires distribution of certified copies to the Governor, all county mayors and councils, and police chiefs across Hawaii's counties.
