Legislative Reference Bureau is requested to conduct a study on establishing a 1-cent per fluid ounce surcharge on sugar-sweetened beverages to fund public health programs in Hawaii.

Study must include information on net operating costs, expected generated revenue, and benefits for public health programs addressing obesity, diabetes, and oral health.

Study shall examine fee collection procedures modeled after Hawaii's existing Deposit Beverage Container Program administered by the Department of Health.

Department of Health and Office of the State Auditor are requested to provide specific data on the current fee collection system by July 1, 2017 to support the study.

Legislative Reference Bureau must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
