Urges all law enforcement agencies to test sexual assault evidence collection kits in accordance with the Malama Kakou Project guidelines developed by the Department of the Attorney General under Act 207 (Session Laws of Hawaii 2016).

Requires law enforcement agencies to submit testing requests to accredited laboratories within 90 days of kit receipt and follow up to obtain results within 90 days of the request.

Directs the Department of the Attorney General to submit annual reports to the Senate President and House Speaker no later than 20 days before each regular legislative session beginning in 2018.

Annual reports must include the number of kits reported, collected, tested, untested, and destroyed in the prior year by each county and law enforcement agency.

Addresses the backlog of untested kits: as of June 30, 2016, only 289 of 2,240 kits held by county police departments had been tested since 1992, leaving 1,951 kits untested.
