Requests the Auditor conduct a performance audit of the Department of Agriculture's hiring process for fiscal years 2015-2016 and 2016-2017.

Directs the audit to evaluate the hiring process and related personnel actions at the Department of Agriculture.

Requires the audit to include recommendations on expediting employee hiring, reducing vacant positions, or eliminating unneeded positions.

Notes that as of November 30, 2016, the Department of Agriculture had 92 vacant positions out of 240 total employees, which adversely impacts the department's ability to fulfill its objectives.

Requires the Auditor to report findings and recommendations to the Legislature no later than 20 days before the 2018 Regular Session convenes.
