Requests the Department of Health to study the effectiveness of suicide prevention training programs, including ASIST, CONNECT, and safeTALK.

Requires the Department of Health to submit findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018.

Notes that suicide was the most common cause of fatal injuries in Hawaii from 2010-2014, accounting for over one-quarter of all fatal injuries, with one person dying by suicide in Hawaii every two days.

Acknowledges the Department of Health's Injury Prevention and Control Section already sponsors multiple suicide intervention training programs across the state in collaboration with community partners.
