Urges the Public Utilities Commission to require that all documents, testimony, and visual displays submitted in connection with a docket include accurate net or projected energy generation information in addition to nameplate capacity.

Requires that all applicable discussions during public meetings of the Public Utilities Commission refer to net or projected energy generation in addition to nameplate capacity.

Notes that statewide wind production capacity is estimated at 171 megawatts by nameplate but only 32 percent actual energy capacity, and that solar and wind calculations often do not represent actual energy generation.

Recognizes that the public can be misled by the distinction between advertised nameplate capacity and actual net energy generation, affecting informed testimony on dockets.

Directs transmission of certified copies to the Governor, Director of Business, Economic Development, and Tourism, Chair of the Public Utilities Commission, and Hawaii State Energy Office.
