Requests the Governor's Coordinator on Homelessness to convene a working group to examine squatting issues and develop recommendations for addressing the problem in Hawaii.

Working group shall define squatting behaviors, identify circumstances and unmet needs that lead to squatting, recommend preventive measures such as increasing shelter beds and affordable housing, and recommend ways to resolve community impacts through judicial, law enforcement, and community action.

Working group shall consider policy and legislative issues including proposed legislation on trespassing, adverse possession, eviction, loitering, and termination of tenancy.

Working group membership shall include representatives from the Senate and House housing committees (as co-chairs), Department of Human Services, Hawaii Public Housing Authority, PHOCUSED, Chamber of Commerce Hawaii, Hawaii Association of Realtors, and other stakeholders.

Working group shall submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session and shall cease to exist on June 30, 2018.
