Establishes a working group to examine the feasibility of requiring employers to offer deferred compensation plans to all employees working at least 20 hours per week.

Working group must examine employer costs, employee benefits, employee participation likelihood, impacts on government assistance programs, enforcement issues, and other relevant topics.

Working group composition includes representatives from the House, Senate, Department of Commerce and Consumer Affairs (Chair), Executive Office on Aging, Employees' Retirement System, Chamber of Commerce Hawaii, AARP, financial institutions, retirees, and private employers offering deferred compensation plans.

Requires the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2018 Regular Session convenes.
