Requests the State Auditor conduct a sunrise analysis of S.B. No. 224, S.D. 2, which proposes to establish licensure requirements for school psychologists under Hawaii Revised Statutes chapter 465.

School psychologists are currently exempt from psychology regulation under chapter 465, HRS, and the proposed bill would subject them to new regulatory controls.

Auditor's analysis must assess the probable effects of the proposed regulatory measure, consistency with Hawaii Regulatory Licensing Reform Act (chapter 26H, HRS), and alternative forms of regulation.

Requires the Auditor to submit findings and recommendations to the Legislature not less than twenty days prior to the convening of the Regular Session of 2018.

Notes that of 23 jurisdictions reviewed, only 3 license school psychologists through professional licensing boards, while 20 others regulate them through education departments, school boards, or other credentialing bodies.
