Request the Department of Transportation to develop design and plans for secondary access roads as alternative routes to Farrington Highway for travel within, into, and out of the Waianae district of Oahu.

Plans must include route maps, timelines for implementation, measures to avoid or mitigate disruption of current access routes, artist's renditions of three conceptual routes after construction, and any other necessary information.

Traffic on Farrington Highway has increased from 20,000 vehicles per day in 2000 to 50,000 vehicles per day in 2016, with the eight-mile segment between Makaha and Nanakuli taking 45+ minutes during peak commute hours.

The sole current access route leaves Waianae residents vulnerable during emergencies, as there is no alternate route available if Farrington Highway becomes impassable due to accidents, storms, or congestion.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2018 Regular Session.
