Urges five state and federal agencies to collaborate on researching and developing a plan to increase water circulation in Pokai Bay on Leeward Oahu to improve water quality and mitigate health and environmental risks.

Requests a study investigating land-based sources of marine contaminants and pollutants flowing into Pokai Bay, including runoff from streets and parking lots, petrochemical pollutants from boat ramps, illegal dumping, and bacteria from homeless encampments.

Directs agencies to research artificial water circulation methods such as jet aeration and pumping systems, similar to those used in wetland and estuary management projects worldwide.

Requires submission of a collaborative report to the Legislature no later than twenty days before the 2018 Regular Session, including findings, cost estimates, and any proposed legislation.

Requires certified copies of the resolution be transmitted to the U.S. Army Corps of Engineers, Department of Land and Natural Resources, Department of Health, City and County of Honolulu, and University of Hawaii.
