Requests the Office of Hawaiian Affairs (OHA) to convene stakeholders to strengthen public safety programs incorporating Native Hawaiian values, practices, and hooponopono (traditional conflict resolution practices).

Requires OHA to invite specified participants including directors of Public Safety and Human Services, the Chief Justice of the Supreme Court, Papa Ola Lokahi leadership, traditional hooponopono practitioners, and community organizations with relevant expertise.

Directs OHA to develop models supporting hooponopono as a Native Hawaiian system of well-being and to improve state prevention, intervention, and reintegration programs targeting Native Hawaiians.

Responds to 2010 Office of Hawaiian Affairs documentation of Native Hawaiian overrepresentation in the criminal justice system and 2012 recommendations from the Native Hawaiian Criminal Justice Task Force to support indigenous cultural models of restorative justice.

Requires OHA to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
