Urges the United States Military to detect and avoid harm to animals and marine life near the Pacific Missile Range Facility in response to proposed long-range missile testing.

References the 86 Fighter Weapons Squadron's December 2016 permit request for five years of missile testing, with approximately 100 missiles launched annually for five continuous days each summer in waters 44 nautical miles off Kauai at 15,240 feet depth.

Identifies 16 species of marine mammals that could be affected, including humpback whales, dolphins, and sperm whales, with military estimates indicating 382 animals could suffer temporary hearing loss and 36 could permanently lose hearing.

Requests the U.S. Air Force use the Navy's network of hydrophones to detect vulnerable marine species and keep testing activities to the northern end of the weapons training area where resident whales and dolphins are less likely to be present.

Directs transmission of a certified copy of the resolution to the Commanding Officer of the Pacific Missile Range Facility.
