Urges the Department of Land and Natural Resources to establish the Papahanaumokuakea Marine National Monument program within its Division of Aquatic Resources to coordinate the State's co-management role under Presidential Proclamations 8031 (2006) and 9478 (2016).

Designates the Department as the lead state agency for co-managing the Monument, which protects over 7,000 marine species including endangered whales, sea turtles, and black coral living longer than 4,500 years.

Requires the Department to collaborate with the Office of Hawaiian Affairs to preserve Hawaiian cultural resources and Native Hawaiian customary and traditional rights for subsistence, cultural, and religious purposes.

Authorizes the program to issue permits, provide recommendations on Monument management matters, solicit grants and donations, and charge proportional fees for services and permits.

Monument expansion aims to improve ocean resilience against climate change impacts and preserves historical World War II sites including Battle of Midway shipwrecks and aircraft.
