Requests the U.S. Department of Education provide additional federal funding to states through voluntary partnership to improve school system effectiveness and fairness in accordance with the Every Student Succeeds Act.

Requests funding be provided to states currently operating below an annual baseline of $9,585 per pupil when adjusted for comparative wage index.

Requests the Department of Education award federal funding as a first round to states with highest National Assessment of Educational Progress scores (cumulative reading and math scores above 473 in grade 4, 563 in grade 8, and 450 in grade 12), contingent on those states sharing educational reform information with the Department and other states.

Requests the Department of Education provide $5,000 annual bonus payments to full-time national board certified public school teachers whose students meet specified proficiency benchmarks in NAEP and Program for International Student Assessment scores over a 10-year period.

Requires bonus payment criteria to be formalized through agreement between the primary bargaining unit's exclusive representative, local counterpart, and employer.
