Identifies fiscal cuts resulting in unfilled faculty positions, which undermines recruitment, retention, research standards, and equipment maintenance at the institution.

Requires the budgeting model to base college and school funding allocations on factors including student semester hours taught, student enrollment numbers, and faculty employed to teach students.

Directs transmission of the resolution to the Board of Regents Chairperson, University of Hawaii President, and University of Hawaii at Manoa Interim Chancellor.
