Urges the United States Congress to convene a limited-purpose convention under Article V of the Constitution to propose a federal constitutional amendment protecting free and fair elections.

Applies to address issues raised by the Supreme Court's decision in Citizens United v. Federal Election Commission (2010) and related cases involving special interest influence on elections.

Requires Hawaii to have an equal number of delegates to the convention as any other state, with former or current federal office holders ineligible to serve as delegates.

Coordinates this application with similar applications from Vermont, California, Illinois, New Jersey, and Rhode Island legislatures, with intent to proceed when two-thirds of states have applied.

Reserves the Hawaii Legislature's right to restrict, expand, or rescind this application by concurrent resolution at any time.
