Requests the Department of the Attorney General to conduct a study on surrogacy and gestational carrier agreements in Hawaii.

Directs the study to determine whether Hawaii law currently authorizes surrogacy agreements for individuals regardless of marital status or gender.

Requires examination of whether financial compensation to surrogates or gestational carriers is permissible under the U.S. Constitution and applicable law.

Requires study to assess whether Hawaii Revised Statutes should be amended to specifically address surrogacy, including whether to model amendments after other states' laws and how to protect rights of all parties and determine birth certificate parent naming.

Mandates the Attorney General submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
