Requests the Department of Human Resources Development to establish a civil service reform task force chaired by the DHRD Director to examine needed reforms for Hawaii's state civil service system.

Task force membership includes representatives from the Department of Education, University of Hawaii System, Hawaii Health Systems Corporation, and all four county human resources departments, plus the Office of Collective Bargaining and two public sector labor organization representatives.

Directs the task force to examine recruiting and hiring process improvements, whether to replace civil service exams with resume-based merit hiring, job classification accuracy, employee training for succession planning, and use of new technologies like IBM Watson in recruiting and training.

Requires the task force to examine civil service reforms implemented in California, Pennsylvania, Georgia, and Indiana as comparative models.

Requires the Legislative Reference Bureau to provide administrative support and submit the task force's findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2018 regular session convenes.
