Urges City and County of Honolulu to refrain from approving interim planned development-transit projects that allow cash payments instead of including affordable housing units.

References Resolution 16-172 (Manaolana Place project) which permitted a $3,000,000 cap on in-lieu cash contributions as an alternative to providing 20 affordable rental housing units.

Notes the Manaolana Place project was the first interim planned development-transit permit issued and lacked clear justification for the in-lieu cash contribution cap despite affordable housing being the community's top priority.

Cites Act 130 (Session Laws of Hawaii 2016) which established smart growth and transit-oriented development policies requiring increased affordable housing inventory and designated the Office of Planning and Department of Business, Economic Development, and Tourism to coordinate such development.

Requests Honolulu City Council Chair submit a report at least 20 days before the 2018 Regular Session providing rationale and justification for the cash payment in-lieu provision in Resolution 16-172.
